If you receive a manual penalty then your SEO company is DEFINITELY NOT working.

A good SEO company will act more like a partner of the company. SEO companies need their clients to work with them to produce the best results. This could involve working together on a blog or changing website content.
Good quality SEO companies may recommend the following:
- Putting content on the homepage
- Changing image <alt> tags
- Uploading a .xml sitemap
- Integrate social media platforms
- Add various wordpress plugins to improve site performance
- Make a website mobile friendly (responsive)
- Optimise all website pages metadata and content
- Link build
- Make a blog
You should find that your ranking generally improves. Remember that if your rankings do slip a couple of places that this is because one of the hundreds of ranking factors that Google uses, most of which no one knows.
